PROJECT DESCRIPTION

 

mink 004Since the late 1990’s, the Valley Center Municipal Water District (VCMWD) has been involved in a wastewater project to serve the properties in the South Village, see South Village Service Area. The Woods Valley Ranch project is finalizing the construction of the Woods Valley Ranch Water Reclamation Facility (WVRWRF).  Wastewater from the development is conveyed through the gravity collection system to the treatment plant.  At the treatment plant the wastewater is processed and discharged as reclaimed water to be used for irrigation on the Woods Valley Ranch Golf Course.

 

The treatment plant was constructed for the Woods Valley Ranch project (Phase I); however, the design was such that it could be expanded in the future to serve the South Village Service Area.  VCMWD’s Board of Directors approved a request by Bell Enterprises and Alti Corporation (Bell /Alti) to move forward with a Phase II - private expansion of the WVRWRF. 

 

VCMWD staff sent out a letter in September 2006 and another letter in February 2007 to obtain reservation deposits from interested property owners within the South Village Service Area.  VCMWD stopped accepting capacity reservation deposits.  The Assessment District consists solely of those properties with reservations. 

 

 

 

 

 

 

 

Upcoming Events

·         The Initial Study was completed.

·         HDR is preparing the Environmental Impact Report (EIR).

·         Anticipated Certification for EIR April 2008.

·         Complete the Master Plan for the South Village Service Area.

·         Prepare the Preliminary Design Report.

·         Begin the Land Acquisition process for Easements and Seasonal Storage for the Assessment District

·         Prepare the Waste Discharge Permit application.  This will run concurrently with the CEQA document.  The Draft CEQA document will be attached to the application to the Regional Water Quality control Board.
