The Valley Center Municipal Water District Board of Directors’ meeting was called to order by President Broomell at 8:00 A.M.
ROLL CALL
Board members present were: Directors Broomell, Polito, Stone and Haskell. Director Aleshire joined the tour in Hidden Meadows. Staff members present were: General Manager Arant, District Engineer Grabbe, Director of Operations Hoyle, and Board Secretary Stetson. No spectator was present.
1. Review of Miscellaneous Informational Items:
• Tour of the Woods Valley Ranch Water Reclamation Facility – Due to the lack of progress on the remaining items to be completed at the Woods Valley Ranch Water Reclamation Facility, this site will not be viewed on the tour of facilities. Newland Communities, the developer of Woods Valley Ranch, will be informed that if the water reclamation plant is not completed in 60 days, completion of the project will be pursued through their Joint Bonding Agreement.
• Carlsbad-Poseidon Resources Desalination Plant – The California Coastal Commission’s staff has rejected Poseidon Resources permit application for the proposed desalination plant in Carlsbad. The permit application is reviewed by the Coastal Commission’s staff prior to its consideration by the California Coastal Commission. The application was Poseidon’s fourth submittal to the Coastal Commission and the questions and issues raised in the response were addressed in previous application submittals. Poseidon Resources will endeavor to meet with the staff of the Coastal Commission to resolve the issues. If this is not successful, an appeal will be processed to be heard by the Coastal Commission.
• Solar Energy Program – Staff met with representatives of WorldWater & Solar Technologies at the District’s Lake Turner property and Betsworth Pumping Station for a site inspection for the proposed solar energy project.
• Agricultural Water Delivery Cutbacks – A meeting on July 10th is scheduled to develop a plan for implementing agricultural water delivery reductions. A meeting
will be held later in July at Metropolitan to discuss the water cutbacks and base year to determine allocations. The Interim Agricultural Water Program provides that cutbacks are based on the last completed fiscal year with a hydrology that reflects the current hydrology, which is considered to be Fiscal Year 2003-04. Developing a program to allow grouping of accounts under the same ownership within the District to satisfy the usage reduction level will be analyzed.
• Senate Bill 964 (Romero), Brown Act – Following the District’s action to oppose Senate Bill 964, a call was received from Senator Romero’s office. It was conveyed that if the legislative intent language is revised to eliminate the wording that the bill supersedes the court’s holding in Wolfe v. Fremont that “serial briefings” are permitted if they do not result in a collective concurrence of the members, then the District would amend its position of oppose to support.
• San Diego County Water Authority’s Emergency Water Storage Project – The San Diego County Water Authority’s capital improvement project to raise San Vicente Dam requires a Federal Environmental Impact Statement and a full alternatives analysis is required. As such, the alternative project identified is the Moosa Canyon Reservoir and public hearings on this alternative water storage project will be conducted. However, there are no plans to construct a reservoir facility in Moosa Canyon, but rather the raising of the San Vicente Dam.
• Olivenhain Reservoir – Lake Hodges – The Olivenhain Municipal Water District is concerned that the degraded quality of water in Lake Hodges will increase treatment costs at the Olivenhain Reservoir by $40 to $60 million a year once water from Lake Hodges is pumped into the reservoir as planned. Olivenhain M.W.D. constructed a state-of-the-art micro-filtration treatment plant at the reservoir and a blend of the water from Lake Hodges could affect the plant’s membranes and cause taste and odor problems for its customers. Water will be pumped from Lake Hodges into the Olivenhain Reservoir and water will be diverted back into Lake Hodges which will generate hydroelectric power. Negotiations are on-going and one possible solution is an operations plan that if certain water quality standards are exceeded, the water will not pass from Lake Hodges to the Olivenhain Reservoir.
