North Village Wastewater Infrastructure

Project Description

The Valley Center Municipal Water District is proposing infrastructure improvements consisting of two lift stations and collection system pipelines (force main, gravity main, and low pressure system). These improvements would be constructed within the Valley Center Municipal Water District service area boundaries.


***March 25, 2019 Update***

Starting on Monday, March 25, 2019, the District’s contractor, L.B. Civil, plans to perform directional drilling through the Valley Center and Cole Grade Road intersection. The directional drill will be set 300ft west of the intersection on Valley Center Road within the East bound lanes. This portion of work will require the beginning of both left turn lanes turning North onto Cole Grade from Valley Center Road to be closed. The closure will still allow 80% of the left turn lanes to remain open. The second portion of the traffic control for the receiving drill pit will be set 300ft East of the Valley Center and Cole Grade Road intersection. This portion of work is scheduled to be completed on Tuesday March 26, 2019. All traffic control will be removed from the road by 3:30 p.m. Tuesday as required by the County. Starting on Tuesday, March 26, 2019, L.B. Civil will begin placing a 24hr lane closure within the #1 lane heading west on Valley Center Road from Indian Creek Road to Miller Lane. A 200LF portion of the center median will be closed as well. This closure will consist of K Rail remaining in place for up to 3 weeks per the County’s approval. Although the contractor does not anticipate having it in place for 3 weeks, that is the maximum time frame the County is allowing for the work to be completed. This will allow directional drilling to be conducted underneath box culvert within that location. All equipment will remain within the closure area during the 24hr closure process. ***February 22, 2019 Update***

On Friday, February 22, 2019 LB Civil Construction will be paving Valley Center Road starting 800’ North of Lilac Road and heading South. Half of the Lilac Road intersection will be shut down throughout the day. The contractor anticipates paving about 200’ South of Lilac Road before the end of the work day. Paving operations will commence at 9:00 A.M. and be completed by 4:00 P.M. Please drive with caution within the construction zone and anticipate some traffic delays. Be on the lookout for 10 wheel trucks with asphalt entering and existing the closed lane. Please contact the Project Manager, Fernando Carrillo at 760-594-6891 if you have any questions. ***February 6, 2019 Update***

The District’s North Village Project is in full swing.  Work has passed through the intersection of Lilac and Valley Center Road. As of today, rock is still being encountered 30 ft. north of the intersection. The contractor is working as quickly as possible, to keep the installation of the main line moving forward north of the intersection. A 16” Ductile Iron carrier pipe has been raised into place under the Keys Creek Bridge, per the project plans. Once the reaming seismic braces are installed, this will complete that portion of the project. Laterals on Lizard Rocks, Juba and South Cole Grade Road have been raised to finished grade and are 95% complete.

***August 16, 2018 Update***

NORTH VILLAGE COLLECTION SYSTEM PROJECT

Notice to Proceed was issued to LB Civil Construction, Inc. on August 8, 2018.

Project is scheduled to be completed in April of 2019.

Pot holing existing facilities in Valley Center Road shall commence in September 2018.

Construction hours will be between 7:00 am and 3:30 pm, Monday – Friday.

Construction will take place along Valley Center Road from Lilac Road to Lizard Rocks Road. One lane of traffic southbound will be shut down. Traffic speed limit through the construction zone shall be 35 mph. Construction will also take place in Lizard Rocks Road, Cole Grade Road, and Juba Road.

All businesses within the construction zone will remain open during construction.
